Restoring server w/ crude backup.. URGENT HELP NEEDED

My harddrive was corrupted, and stuck in read-only mode, therefore I could not create tar.gz cpanel backup archives.

My host Installed new harddrive, installed New OS (Centos 4.2) and reset everything to a brand new server.

They then mounted my bad drive to /backup so I could pull data off of there.

I have having quite a difficult time trying to restore my server via this method.

So far I have learned how to do the following and this is definately NOT the best way therefore I need some guiding assitance...

re-create account in WHM
Restore /home/user directory overwriting all the files from freshly re-created account
Manually fix the user:group permissions on everything inside (user:mail, user:nobody, user:user)
Restore /var/lib/mysql data

What I need information on is (and I just need to verify some of these before I hit the OK button so I dont totally mess crap up):

All neccessary files in the /etc and /usr/local etc folders. More specifically everything DNS as well as user passwords.

A way to restore mysql username/passwords. I have no idea where these are stored or how I can retrieve this data.

And lastly, is there any method or routine that could preform any of these tasks quicker to save me some time....... if I have to do this for every website it is going to be one hell of a chrismas weekend.
