Reduce Spam And Merak Mail ?

i have a merak mail server on win2k3 machine. I tried to add relays.ordb.org but it didnt work. I added it to rbl.dat but my mail server still accepts e-mail from opened relay mail servers.

i want to use spamcop, ordb and another rbl which u can offer me for reject spams. Is there a pro who can explain step by step setup for adding rbl on merak mail server here ? Plz help....
