Server sending out excess packets (Reverse DOS)

My server's sending out 44Mbps worth of packets out of the server.

MRTG graphs from the switch where my server is plugged into, shows that there are 40Mbps coming into the switch.

I am unable to access my server by SSH because its saturating its upstream.

What are the possible ways to defuse this situation?
