Multiple simultaneous transfers problems (hivelocity unmetered)

Multiple transfers from my server seem to choke each other. (one transfer will run at 600K/sec while all of the others will go to 0). I don't believe it is an outgoing/incoming bandwidth issue as the server is on a 10mbit port, and none of my transfers have exceeded 600K/sec.

The server has card set to full-duplex, and isn't saturating the 10mbit down/up.
The server is a 10mbit Hivelocity unmetered.

If you have access to multiple networks, you can try it yourself by simultaneously downloading this 50meg file (http://69.46.19.187/test.zro). One of your transfers should run at normal speed, the other will just sit there at single digits until the first finishes.

Any suggestions?
